Saint Charles council adopts FY2025–26 budget, approves CIP and authorizes USDA RD signatory

The Village of Saint Charles council voted to adopt the FY2025–26 budget and its six-year Capital Improvement Plan and authorized staff to sign the village’s USDA Rural Development application for a $1,000,000 congressional appropriation.
At the Truth-in-Taxation public hearing council members recited the proposed millage: a 12.8029 mill village operating rate and a 2.1971 mill street fund for a total levy of 15 mills. Staff said the village’s reliance on grants and federal appropriations explains the higher-than-normal fund balances and recommended adopting the budget to keep major projects moving.
Austin Alexander Spicer, the village engineer, told the council the USDA-related project has federal funding in place but still requires the village to meet federal rules and a 25% local match. "Once EGLE says that the project is permittable," Spicer said, "we'll be able to keep moving forward with that RD application." He also noted a congressional appropriation accelerated a previously planned phase to begin in 2025.
The council approved the FY2025–26 budget via Resolution 25-6; the roll call recorded one 'No' vote from Paul Jenderski and six 'Yes' votes from the remaining members. Council also voted to approve Resolution 25-7, authorizing a signatory for the USDA Rural Development application; that measure carried with the same 6–1 split. The council adopted the six-year CIP plan the same night.
Council finance staff emphasized that some of the elevated fund totals reflect grant and bond proceeds (including a $1,000,000 congressional item and TMF/Safe Routes funding) and that a 25% federal match of $250,000 was added to undesignated fund balance projections to show readiness for the matching requirement.
Unpaid property tax receipts were discussed: staff said roughly $54,211 in delinquent property taxes remain and that collection proceeds through county delinquent tax processes.
