Council members asked about the origin of the draft language and whether it was modeled after a state or other local program. One participant noted the state has a similar program; staff said the draft came from city staff and that it had been assembled in draft form to avoid reassigning resolution numbers if the item were tabled.
The resolution will set a mechanism by which employees can donate accrued sick leave to colleagues in need; staff framed the proposal as an internal policy tool developed to respond to employee hardship. Council did not record changes to the draft during the meeting and moved directly to adoption. Council directed staff to proceed with implementation steps consistent with the adopted resolution.
