Council approves airport grants and awards runway-extension contract with 95% grant support

The Washington City Council on Sept. 22 approved a package of airport measures that together move forward a runway-extension project and related taxiway repairs, with state and federal grant funding covering the majority of costs.
City staff told council that recent FAA and Missouri Department of Transportation actions produced better grant splits than anticipated, increasing grant-funded shares to about 95% in some cases and reducing the city's share to approximately 5%. Staff said the taxiway repair grant covered repairs that cost roughly $57,000; the city’s portion for that earlier repair is about 5% of the cost.
For the runway extension, staff said the state block grant totaled a little over $3,000,000 and that the city’s expected share would be about 5% (roughly $150,000). Council also approved a supplemental professional-services agreement with Crawford, Murphy & Tilley Inc. to add design, staging and phasing services ($15,000), construction engineering and inspection ($300,000), and final special services including FAA-required surveys — an amount staff described in total at about $418,000; the work is grant-funded with only the city’s share required.
Finally, council approved a contract award for construction work to KJ Understow Construction Co., the low bidder at just over $2,000,000, and authorized execution of the contract so construction can begin this fall. Staff noted that the contractor allowed an extension of bid acceptance for 30 days at no cost while awaiting FAA approval.
Staff said these measures will keep the runway extension on schedule for fall construction and subsequent grant reimbursement; council voted to approve the grant agreements, consultant supplemental agreement and construction contract by roll-call votes.
