The Tuttle City Council approved a development-services contract with Verdunity (not to exceed $154,480) to prepare a comprehensive plan covering roughly a 20-year horizon. Staff said the RFQ attracted seven respondents and Verdunity was selected by a review committee. The base contract includes five phases over 12 months with $128,500 for basic services plus $6,000 of reimbursable expenses; council approved the not-to-exceed amount that can include optional enhanced public engagement or an enhanced land-use fiscal analysis.
Proponents on council said they liked Verdunity’s emphasis on infrastructure and engineering-driven data: one council member noted the firm “looks at our infrastructure first” and that the firm can identify parcels where utilities and infrastructure make development more cost effective. Staff described a kickoff meeting and a menu of public-engagement techniques (surveys, neighborhood meetings and an advisory team) that will be tailored to Tuttle.
Budget: staff said $70,000 had already been budgeted for the project this year and an additional $30,000 could be used to fund engagement options; any additional funds would be handled via a budget supplement brought back to council.
Next steps: staff will execute the contract with Verdunity, set a kickoff meeting and develop the public-engagement plan and advisory team; the firm will conduct surveys and at least three public trips, with the option to add additional engagement later.
