Star council adopts parking-permit ordinance and approves updated areas of impact

STAR, Idaho — At its Sept. 2 meeting, the Star City Council adopted Ordinance 424‑2025 to add residential and special parking districts to the city code and approved updated areas of city impact for Ada and Canyon counties.

Councilman Hershey moved to suspend the rule requiring three separate readings under the Idaho Code citation given in the transcript; Councilman Wheelock seconded and the council approved dispensing with the readings. Councilman Hershey then moved to adopt Ordinance 424‑2025, which amends Title 1 and Title 5 of the Star City Code to allow residential and special parking districts and to provide for code-enforcement citation authority. The council approved the ordinance by roll call. The mayor and council noted the ordinance will be published and enforcement may follow once publication requirements are met.

On the areas of impact, the mayor explained a recent state law requires cities to revisit their areas of impact and not extend more than two miles outside current city limits. Updated maps for Ada and Canyon counties were presented; council members discussed a likely overlap on the Canyon County side with the city of Nampa and noted the county commissioners will ultimately decide contested areas. Councilman Nielsen moved to approve the Ada and Canyon County areas of impact for submission to county commissioners; the motion was seconded and carried on a roll-call vote. The mayor said letters to county commissioners would be sent promptly.
