Richmond Planning commission elects Estelle chair, Miller vice chair; approves minutes

Richmond — The Richmond Planning and Zoning Commission opened its meeting with routine business, approving corrected minutes from the Sept. 4, 2025 meeting and electing new leadership for the commission.
During roll call and a brief corrections discussion, the commission accepted an amendment to the prior minutes clarifying setback language (changing a repeated reference to "school" to "residential"). A motion to approve the minutes as corrected was made and adopted.
The body then held nominations and a roll-call election for chair. After nominees addressed the commission, the clerk reported Commissioner Estelle received four votes and Commissioner Miller received three; Commissioner Estelle was declared elected chair and acknowledged the result.
The commission followed with a vote for vice chair. Following nominations and roll-call voting, Commissioner Miller was elected vice chair by the commission’s majority and accepted the role.
The commission proceeded to other agenda items after the elections.
