Commission backs RLF support for 209 N. Broadway building rehab; one commissioner recuses

The Pittsburg City Commission voted Aug. 26 to support the phased rehabilitation of a downtown commercial building at 209 N. Broadway, approving up to $46,000 for phase 1 and an additional allocation of up to $32,000 for a projected phase 2. The Economic Development Advisory Committee recommended the city provide typical revolving-loan incentives equal to approximately 10% of eligible, fixed asset costs; phase 1 was estimated at $455,900, and phase 2 at $323,000.
EDAC staff and the contractor (Chris Cross) described ongoing brick and structural repairs and explained the city’s incentive standard, which requires reimbursement for fixed assets that remain with the building rather than movable items like signage. Astrid, speaking for the applicant, addressed concerns about demand and parking, noting nearby college parking would become available outside class hours.
Commissioners questioned whether downtown demand could support another Mexican restaurant but several said the project restores a dilapidated building and creates jobs. Commissioner Chuck moved to approve the EDAC recommendation; the motion passed. One commissioner recused himself from the vote because his company provides plumbing work on the project.
What’s next: contractor proceeds with phase-1 work and documents expenditures to qualify for the RLF reimbursement model; staff will monitor compliance with the program’s fixed-asset requirement.
