Norwalk council advances ADU and open-burning rules and adopts fireworks ordinance to align with state law

On Sept. 18 the Norwalk City Council advanced several municipal code changes prompted by state law and local safety concerns.
Council completed a second reading of an ordinance to amend the Norwalk zoning code to address accessory dwelling units (ADUs). Staff explained the amendment aligns setbacks with principal building setbacks and provides a special-use permit pathway for lesser setbacks when appropriate. The second reading passed by roll call.
Council also passed a second reading amending Chapter 53 (open burning) to require recreational fires to be at least 10 feet from structures and to restrict certain building materials that can release toxic chemicals when burned; no public opposition was recorded at the public hearing.
Finally, the council conducted a second reading and then voted to adopt a fireworks ordinance to conform city rules to the cited state statute (noted in the meeting as Iowa Code section 727.24). The council voted to waive the third reading and adopt the ordinance; one council member recorded a dissenting vote during the roll call.
Council members said the code changes respond to state requirements and local safety and nuisance concerns; staff will update the municipal code and inform the public of the revised rules and permitted dates/times for fireworks under the adopted ordinance.
