Mount Shasta — At the start of public comment on Sept. 16, resident Myra Monarch asked the City Council to add a “caste equity” resolution to an upcoming meeting agenda and offered to provide supporting materials and a speaker.
“My name is Myra Monarch. I am a resident of Shasta County, and I am here to respectfully ask that a caste equity resolution be added to the next meeting's agenda,” Monarch told the council. She described caste as “a form of silent discrimination that happens among people of the same origin based on their lineage,” said it occurs across many cultures and cited contacts who are reluctant to speak publicly because they fear revealing caste.
Monarch said she is working with Dr. Pomola Danuka (an oncologist who could not attend) and that she has been coordinating with several North State cities, noting that a similar resolution passed unanimously in the city of Henderson in May and that the Shasta County Board of Supervisors has provided a letter of support. A staff member asked Monarch to submit contact information and a draft of the proposed resolution by email so staff could evaluate potential next steps.
Council members later referenced Monarch’s request during discussions of future agenda items and suggested adding a letter of support or a formal agenda item for consideration; no formal council vote to place the resolution on an agenda was recorded at this meeting.
