McAlester — The City Council approved a use‑permit‑after‑review to convert the property at 439 West Carl Albert Parkway (described as the west 60 feet of Lot 6, Block 314) from a vacant child‑care learning center to three multifamily residential units.
Planning staff explained the property sits in a C‑4 commercial district where multifamily is allowed under certain conditions. The applicant plans three apartments: 882 sq. ft. (1 bed/1 bath), 623 sq. ft. (1 bed/1 bath) on the first floor and a 1,148 sq. ft. (2 bed/2 bath) unit on the second floor. Staff noted the planning commission on July 15 recommended approval and the resolution in the council packet includes screening, landscaping, lighting and parking stipulations designed to ensure the conversion meets zoning and building-code requirements.
Councilors asked about exits, stairways and code compliance; staff confirmed required building permits and inspections will follow zoning approval. A motion to approve the use permit passed on a unanimous roll call.
