Lewiston council authorizes transit bus purchase, OKs ISU paramedic affiliation and approves downtown disabled parking first reading

At the Lewiston City Council’s September 2025 meeting, members approved several operational and service items on the active agenda.
Transit purchase: The council authorized the purchase of two Turtle Top Terra transit buses from ABC Texas Bus Sales under the TIPS cooperative contract for a projected total cost of $343,995.68 ($331,995.68 for buses plus $12,000 in ancillary enhancements) and authorized the mayor to sign the associated agreement. Councilor Schroeder moved the purchase and the motion carried.
Paramedic affiliation: Council also approved Resolution 2025-45 to enter an affiliation agreement with Idaho State University to host paramedic coursework locally (in partnership with Lewis‑Clark State College). Deputy Fire Chief Ritchie Lucas said the program will provide a local training option for firefighters, EMTs and reserve personnel and help the department’s ability to train personnel without travel. "For us, the benefit of Lewiston Fire is we can have our ... firefighters actually attend paramedic school here, do in person classes, in person labs, and do their local ride alongs with Lewiston Fire," Lucas said. Councilor Schroeder moved and the council approved the resolution.
Disabled parking: The council approved the first reading by title only of Ordinance 49‑57, which amends the City Code to add an additional disabled parking space in downtown Lewiston; the first reading passed on a motion to read the ordinance by title.
Other business: The consent agenda was approved en bloc earlier in the meeting. Councilors provided liaison updates and the mayor promoted a manufacturing appreciation event on Oct. 7 at the Nez Perce County Fairgrounds. Council also voted to add the topic of adding prayer to future council agendas to the Oct. 6 work session agenda.
Next steps: The bus purchase agreement will be finalized by the mayor’s signature; staff will coordinate delivery and enhancements. The ISU affiliation agreement will be executed and program logistics coordinated with local training partners. The disabled-parking ordinance will return for subsequent readings as required.
