Council approves preliminary plats for Park Valley and Sierra Vista additions in Southgate area

The Moscow City Council voted on Sept. 15 to approve two adjacent preliminary subdivision applications in the Southgate Third Addition area: Park Valley (a 4.59-acre replat proposing 12 lots) and Sierra Vista (a 2.97-acre PUD and preliminary plat proposing 8 lots).
Planning staff explained both proposals are resubmittals of projects that were approved in 2021 but lapsed when the applicants did not file final plat documents within the 18-month window required by city code. Staff described Park Valley as proposing 12 lots ranging from about 7,200 to 59,241 square feet, with Granville and Castleford street extensions, a pedestrian sidewalk connection to Milton Arthur Park and a temporary cul-de-sac fire turnaround. Sierra Vista proposes eight single-family lots within a PUD, a private street with a hammerhead turnaround, and sample building footprints ranging from roughly 860 to 4,319 square feet.
Mike Ray, planning staff, noted applicable zoning (R-3) and comp plan designation (auto-urban residential) and reminded the council that the Planning & Zoning Commission recommended approval of both applications with no conditions. Scott Becker of Hodge & Associates, representing the applicant on Park Valley, spoke in support and offered to answer technical questions.
Councilors asked clarifying questions about lot connectivity between the two projects and whether access would remain contingent on right-of-way vacations; staff answered that development would require the necessary right-of-way access and that lack of access would preclude development.
The council moved and approved both preliminary plats and the Sierra Vista PUD in separate motions; votes were recorded as ayes from all councilors present. Staff will move the proposals forward consistent with city procedures for final plat submittal and condition compliance.
