LAWTON, Okla. — Before beginning business the Lawton City Council presented a service plaque to outgoing councilmember Mary Anne Hankins Booker and recognized city employees Rusty (inducted into the Oklahoma Municipal League Hall of Fame) and Donna Lynn (transparency award). The mayor and others spoke in tribute.

The council then swore in Layne Hooton as Ward 1 councilmember. Hooton thanked colleagues and pledged to serve his ward and the city. Colleagues welcomed Hooton and offered advice about constituent service and listening.

The recognitions and ceremony were largely ceremonial and informational; no substantive policy decisions resulted from those presentations.
