Kingsport approves waterline, sewer extension and paving contracts to support Fieldcrest development

The board also awarded the Fieldcrest gravity sanitary sewer extension contract to East Tennessee Turf and Landscape for just over $1.8 million with an expected construction timeline of about 210 calendar days. Staff emphasized the projects are part of a larger multi‑phase development effort and noted assumptions underlying ROI/timeline estimates can change depending on buildout pace.
Separately, council approved awarding a paving contract for a section of Airport Parkway to Summers Taylor Inc. (more than 1,800 tons of asphalt, multiple lane miles) and approved change orders to the Summers Taylor resurfacing program totaling $313,601.98; staff said 80% of the resurfacing change‑order costs will be covered by federal funds with a 20% local match.
City staff told the board the water and sewer projects are time‑sensitive to keep development moving and that construction contracts will be executed promptly; staff estimated typical contract execution could take from a few days to a couple of weeks depending on paperwork, and some projects carry calendar‑day completion timelines (for example, Lynn Road waterline contract milestones were discussed in terms of 150 calendar days from execution). The board approved each resolution by unanimous votes.
The board’s approvals collectively move forward infrastructure needed to serve new housing and to match state work on Airport Parkway, while staff said they will continue coordination with TDOT regarding jurisdictional limits where state and local paving efforts meet.
