County bond could force shelter relocation; board warned of timeline and partnership needs

Animal Services staff briefed the advisory board on a Johnson County bond measure the manager said will provide $60,000,000 for right-of-way purchases intended to spur TxDOT projects. Miller told the board that some bond-funded work includes an underpass near the current shelter site, and county funds will be available in September.
Miller said the county’s expected procurement and construction schedule means the city should move quickly to identify replacement property or coordinate with county officials. He warned that TxDOT’s acquisition could effectively require the city to vacate the current site and that building a new shelter could take 18 months to two-and-a-half years.
Board members and Miller discussed whether Johnson County would become a partner, what services the county would expect, and what cost-sharing would be necessary. Miller recommended written partnership agreements, annual contract reviews and that the city retain full ownership and management of any expanded or county-supported facility. He also said any county involvement should include contributions for staffing and facility enlargement to handle county animals.
No formal agreement was made at the meeting; Miller said staff will pursue a June 10 meeting with the Johnson County judge and other officials and return with more details to the board.
