Council adopts second and final FY2025 budget amendment increasing revenues by $4.47M

The Johnston City Council voted to approve Resolution No. 25-144, adopting the second and final budget amendment for the fiscal year ending June 30, 2025.

Sarah (staff member) presented the amendment at a public hearing opened by the mayor. She said the amendment increases revenues by $4,470,000, notably roughly $2,300,000 from unexpected interest earnings, with additional gains from local option sales tax and hotel/motel tax. She said the city also identified about $900,000 in other financing sources, including equipment sales and higher-than-anticipated bond proceeds.

On the expense side, the amendment decreases appropriations by about $3,100,000: roughly $2.8 million of that reflects capital projects budgeted for the current year that will not begin until the next fiscal year, and approximately $1.5 million relates to developer agreement payments that were paid before June 30 of the prior year. Sarah offered to go into departmental detail if council wished.

After closing the hearing, council moved and seconded approval. The clerk recorded affirmative votes from Redding, Burkhart, Cope, Evans and Martin and the motion passed.

The amendment is an accounting and timing adjustment to the FY2025 budget; it updates revenue and expenditure estimates in accordance with recent receipts and project timing. Staff indicated they can provide more granular department-level detail on request.
