The Cotati City Council handled several routine and governance items during the meeting:
• Minutes and consent calendar: The council approved the minutes from the Sept. 9 regular meeting and the consent calendar (with item 6b pulled for further work). The voice vote was recorded as carrying 4–0 for the consent items.
• League of California Cities delegate: Council moved and approved Mayor Ford as the city’s voting delegate to the League of California Cities annual conference; Vice Mayor Lemus and City Manager Obid were appointed alternates.
• Temporary leave of absence: Council Member Laura Sparks requested and the council approved a temporary leave of absence to teach abroad from Jan. 26 through May 11, 2026. Staff noted that under state law a seat becomes vacant if a member is absent from all regular meetings for 60 consecutive days without permission; council approved the individual request and discussed assignment coverage while she is away.
All three items were approved by motion and voice vote; where required, staff will implement the council’s direction (for example, programming the League delegate and documenting the leave of absence).
