Claremore staff warn rail repairs, planned outages and weekend expo could cause heavy disruption

City staff warned at a Claremore council meeting that overlapping rail maintenance, planned electrical outages and a major expo this weekend could create significant traffic and service disruptions.
In a staff report, Mister Madigan said Will Rogers Boulevard is closed for replacement of rail panels and that crews hope to reopen the road by 6 a.m. Wednesday before transitioning work to the 1st Street siding and later to Blue Star. "They're moving quickly," Madigan said, adding the work will be disruptive and that rail crews will be "crawling all over each other." He asked residents to anticipate intermittent closures and to plan travel accordingly.
Madigan also described a program of planned outages to improve electric reliability, saying the city will be conducting short outages roughly one day a week for circuit work and recircuiting. He said those interruptions could range from a few minutes for a fuse or switch to about an hour for larger circuit changes and that the city will post schedules for affected areas.
The staff report highlighted the upcoming "Toons and Spoons" expo at the civic expo grounds. Madigan said organizers and city staff have coordinated security and parking, but he warned the event — which includes concerts and more than 70 vendors — will draw large crowds and that traffic congestion will be likely. "It's gonna be an absolute chaotic mess," Madigan said, noting the city asked crews to avoid heavy rail work during peak event movement.
Madigan also notified the council a multi-jurisdictional law-enforcement training will bring additional officers into town on Thursday and that staff has arranged for overflow parking and temporary fencing at the expo site. He closed his report by saying the city will continue to publish updates to reduce travel disruption.
The council did not take separate action on the staff report; Madigan concluded by saying staff will continue coordinating schedules and notifying the public.
