CCB approves management-services agreement and multiple transfers of interest; board outlines standard follow-up

At its May 15 meeting the Cannabis Compliance Board approved a management services agreement and six transfers of interest covering cultivation, production and retail licenses.
Chief investigator David Staley briefed the board on item 4, a management services agreement (MSA) permitting Sunday Co., LLC to exercise operational control over Indoor Garden Farms’ Carson City cultivation and production licenses (C188 and P124) while a transfer-of-interest (TOI) is processed. Staff reported no areas of concern; Member Berry moved to approve the MSA with a 12‑month status check-in. The board approved the motion.
The board also approved seven TOIs (agenda item 5, subitems a–g): internal ownership adjustments at Premium Produce LLC (TOI 2400003); a transfer enabling Fox Farms LLC to take over Nevada Medical Group’s cultivation/production licenses (TOI 2400010); a transfer of ETW Management’s cultivation license to Synergy Investments LLC (TOI 2400012); TGIG’s acquisition of a Jushi subsidiary and related internal restructurings (TOIs 2400047 and 2400064); Altmore Debt’s satisfaction of Lighthouse Strategies’ loan through transfer of a cultivation license (TOI 2400061); Taproot Holdings’ sale of a conditional dispensary license to M3 Wellness LLC (TOI 2400062); and Vireo Growth’s purchase of DeepRoots (TOIs 24000003 & 24000004), the latter discussed in detail and covered separately.
For most TOIs staff reported no areas of concern and recommended limiting requested NCCR 5.11 waivers (pursuant to 5.112) to the parties’ next TOI agenda appearance. Several approvals included standard conditions or status-checks at future board meetings. Board members thanked staff for thorough investigations and noted the importance of notifying local governments about transfers and the need for applicants to secure local permits.
