Cannon County Board appoints deputy director, approves FY26 federal budget, tabes compensation policy and okays CTE purchase

The Cannon County Board of Education, meeting July 10, appointed Kathy Mullins as deputy director for the 2025–26 school year and approved the district's FY26 consolidated federal funds budget and several administrative contracts and purchases.
Miss Julie, speaking as director, nominated Kathy Mullins and the board approved the appointment by roll call. The clerk then read resolution language approving the FY26 consolidated federal projects budget as required by the Tennessee Department of Education; that budget was adopted on the record. The board also approved an agreement for interpretation and translation services for the coming school year.
When considering policy updates, the board approved several policies affecting student board members, district goals, employee discrimination and harassment, student discrimination/bullying, student wellness and student records, but voted to table Policy 5.11 (compensation guides and contracts) until the August meeting so trustees could review details.
Trustees also approved the purchase of Paxton Patterson lab curriculum and portable furniture for the Cannon County Middle School CTE room; presenters said the purchase is grant‑funded and the materials are portable to avoid damage to facilities. The meeting record shows a 4–1 vote in favor of the purchase.
The board scheduled its annual retreat for Tuesday, Sept. 30, to take place midday, and set a special called meeting for July 29 at 5:30 p.m. to consider budget amendments. During director's comments Miss Julie announced recent administrative hires — Emily Hancock Lane (supervisor of instruction), Dustin Brannon (principal, Cannon County Middle School) and Julie Hackney (principal, Cannon County Elementary School) — and noted CTE director Crystal Kennedy was named a state semifinalist for supervisor of the year. The district also publicized a "We Care Cannon" community event on July 27 at Cannon County High School.
