Nevada Cannabis Board OKs first social-equity consumption lounge

The Cannabis Compliance Board on May 15 approved a conditional license for Nevada Consumption Lounge LLC, the first social-equity independent consumption lounge to appear before the board.

David Staley, division chief of investigations for the CCB, told the board that Nevada Consumption Lounge had submitted the materials needed to reach conditional-licensure status and that investigators had found no areas of concern. Co-owners Jamella Brown and Natania Bennett presented a hospitality-focused concept they said would offer on-site consumption, live entertainment, appetizers and education in a Las Vegas venue. Bennett said the planned location is in Clark County at 1395 East Tropicana and said the lounge aims to provide a “safe place to consume” where visitors and locals need not “hide.”

Chair Guzman Fralick and board members asked about day-to-day management and prior experience; Brown said she would manage operations in Las Vegas. Member Berry moved to approve the conditional license; Member Masurano seconded and the board voted to carry the motion.

The conditional license permits the applicant to proceed to local approvals and a final inspection by the CCB’s audit and inspection division before operating. Staley noted applicants must complete all local approvals and the CCB’s final inspections; only after those steps may the venue open.

The board’s decision is limited to conditional licensure; it did not waive future local-review or inspection requirements. The CCB noted it will work with the applicants during the final-licensure process and that the conditional approval does not substitute for local permits or a final CCB inspection.
