Board presenters said adding Bluebonnet to the certification list is required to access a $48,000 state allocation earmarked for the curriculum while emphasizing the district is not buying all grades and materials at once.

We don't have the full breadth and depth of everything because we haven't bought any of those materials yet." The presenter added that the state list and a time-limited allocation mean the district needs to certify the resource now to be eligible for funds.
Teachers who reviewed the materials told trustees Bluebonnet can help newer instructors because it supplies detailed lesson guidance. One teacher summarized the concern and benefit: "They say it's not a script, but it looks like a script," and recommended using the scripted guidance as a bridge for novices while allowing veteran teachers flexibility. Kindergarten teachers said the program "flowed" and provided clarity for new instructors.
Trustees asked about flexibility and pacing. District staff said the package includes year-at-a-glance calendars and built-in flex days; "We always build in a couple of days," the presenter said, adding that the district plans to use professional learning communities and teacher judgment to adjust pacing and differentiation.
Board members and teachers also raised potential gaps if a district moved abruptly to a single vendor across all grades. One trustee noted that a cold-turkey switch could create "gaps in those upper grades" and asked that the district phase in purchases; a presenter said the $48,000 would likely cover early grades (K—3) components but would not fund K—12 across the board.
The board approved the certification to include Bluebonnet Learning on the district's TEKS resource list, enabling the district to claim the one-time allocation. The certification is a procedural step required by the Texas Education Agency for districts to spend the allocated funds; trustees recorded the motion and proceeded to approve the document during the meeting.
Next steps: district staff said they will proceed with procurement planning for the earliest grades, work on teacher onboarding over the summer, and monitor results before expanding purchases.
