Local resident Bert Ferschner told the council the property sits adjacent to the Sawmill Branch Trail and said he supports annexation but urged the council to keep the parcel zoned for single‑family homes. “I hope that the council will consider and keep the rezoning to single family home,” Ferschner said, citing concerns about traffic, safety and environmental impacts near the trail.
Council discussion highlighted competing priorities. Councilman Waring said he supported the first reading in part because the lot size and floodplain conditions make the developer’s proposed unit count unlikely and because more housing is needed given rising local home prices. Several councilmembers also noted access and road improvements would be required and that the developer must work with Dorchester County or SCDOT for driveway access.
A motion for first reading to annex the parcel and assign MFR zoning was made and seconded; the motion carried on a voice vote with one recorded nay. The council framed the vote as a first reading, meaning the annexation and zoning request will return for later consideration and any required conditions or permitting will be addressed in subsequent reviews.
