Commission approves $250,000 loan to Seagrove to finish cannery and obtain occupancy certificate

The Randolph County Board of Commissioners approved a $250,000 loan to the town of Seagrove to complete HVAC and finishing work at a cannery building so it can secure a certificate of occupancy and host scheduled events.
Mayor Fernandez asked commissioners for a loan — not a grant — of $250,000 to complete final work on Seagrove’s cannery and obtain a certificate of occupancy for about two-thirds of the building. The mayor said Seagrove had already spent more than $3 million on the project and is seeking bridging funds to finish HVAC, painting and other large-dollar items needed for occupancy.
County staff noted an example agreement was included with commission documents and that staff would work with legal counsel to finalize terms. Commissioners asked how the town would repay a loan; the mayor said the town expects a mix of grants, donations and revenue from bookings (potters’ events, a tri-state sculpture conference, indoor recreation uses) and expressed confidence in the town’s ability to repay.
A motion to approve a $250,000 loan and to authorize the county manager to sign the contract was made, seconded and approved by voice vote. The chair congratulated the mayor and the town said it would proceed to finish work and seek a certificate of occupancy.
