Fabens ISD details grant shortfalls, plans spending to protect Title I services

Superintendent and federal‑grants coordinator April Galaviz briefed the Fabens ISD board on the district’s federal funding picture for 2025–26, saying entitlement amounts were revised downward and that administrators are reallocating available funds to preserve classroom services.
Galaviz said the district’s ESSA entitlements total just over $2,000,000 in the current application but that the state later issued a revised, lower notice. She reviewed required Title I set‑asides, including a minimum 1 percent reserved for parent and family engagement and McKinney‑Vento reservations for students experiencing homelessness. "We do have to set aside a minimum of 1% for parent and family engagement activities," she told the board.
The presentation covered multiple grants and planned uses: Title II funds for stipends (noting a reduction from about $110,000 historically to $60,000 this year), Title III for emergent bilingual supports, Perkins for CTE equipment and stipends, and safety cycle grants used for door film, access control and perimeter fencing. Galaviz said the district allocated about $48,000 for a migrant specialist salary and that carryover funds will support spring activities. On the safety grants she said the district "installed the 3 millimeter safety film on all front doors and all front windows at every campus" and implemented electronic access control and visitor management tools.
Galaviz also described a competitive COPS School Violence Prevention Grant application requesting $300,000 with a 25 percent local match; notification is expected on or after Sept. 1. For Perkins CTE she said one of two requested diesel engines arrived and that some equipment was delayed by vendor timelines. On reductions to Title II, Galaviz told the board administration would coordinate with finance to use local funds where necessary to maintain strategic professional development.
No board action was required; the presentation was informational and administrators invited follow‑up if trustees wanted deeper review of specific line items or planned amendments once the final notices arrive.
