Clinton council accepts sewer and water monitoring grants, formalizes street acceptance, approves crosswalk and IT contract

At its Sept. 8 meeting the Clinton City Council approved a series of operational items: two infrastructure grants to survey sewer and water systems, formal acceptance of a city street segment, a pedestrian crosswalk for a church, routine budget amendments and the award of an updated financial software contract.

Staff presented a resolution accepting a sewer grant stated in the transcript as $150,000 to set up monitoring of sewer lines and locate points of inflow and infiltration; council approved the resolution by voice vote. A subsequent, similar water grant was also described in staff remarks as $150,000 to survey pressure zones and critical water lines; that resolution likewise passed on a voice vote.

The council formally accepted Shamrock Drive (segment between Pierce Extension and the Pierce Street extension/Sunset) as a city street after staff said the city had historically maintained it though it had not appeared on DOT records. Council also approved a simple painted crosswalk and signage at that location at Emmanuel Baptist Church's request.

Council approved routine budget amendments to roll unspent purchase orders forward and approved an additional appropriation for project #81 (theater renovation) to complete work. Staff requested authority to award and for the city manager to execute a contract under the Sourcewell purchasing cooperative; council authorized a contract award to Tyler Technologies for its ERP Pro product, intended to replace the city's 2015 financial system and better support utility billing and municipal finance functions.

All items were approved by motion and voice vote; the transcript records unanimous “aye” responses but does not include roll‑call vote counts.

Council also approved Halloween street closures for Main Street festivities (Oct. 31, 2 p.m.–9 p.m.) and received notice of an appointment for Alfred Tyndall to be placed on a future agenda.
