Items listed and approved included: minutes from the Aug. 19, 2025 regular meeting; payment of bills totaling approximately $280,000; award of on‑call asphalt maintenance contracts to Kern Asphalt Paving and Ceiling Services and Bowman Asphalt Incorporated for asphalt maintenance services; and a special event permit for a carnival operator listed on the agenda as "Shoepner shows" to operate on city property at 6th Street and Supply Row from Sept. 23 through Oct. 8, 2025. The staff recommendation also included CEQA findings that the activities are not projects under the cited CEQA guidelines (sections 15060(c)(3) and 15378 as read in the agenda text).
Council member motioned and a colleague seconded; roll call votes were recorded with each councilmember voting yes. No items were pulled for separate discussion.
Next steps: authorized contracts will be executed and the special event permit will be implemented per the terms presented; staff will move forward with the on‑call vendor list for asphalt maintenance.
