Staff (Rafael) introduced the workshop and interactive polls, summarized a 2024 business survey and council direction, and guided commissioners through trade-offs between design control and state housing law constraints. Commissioners generally supported developing objective standards with measurable criteria, a design handbook to provide visual examples and templates, and a phased approach to code changes starting with small, tangible items such as a color palette.
On signage, attendees discussed allowing A-frame signs on private property under time/place/manner rules, simplifying temporary-sign approvals with an online registration/photo, and eliminating content-based language that could run afoul of Reed v. Town of Gilbert. The City Attorney described the practical enforcement tools available and cautioned about resource limits.
Next steps: staff will draft objective ordinance language and handbook materials, beginning with color guidance and basic sign criteria, and return to the committees and City Council for phased review and public outreach. The meeting adjourned at 8:36 p.m.
