Oversight committee: Measure V funds 'being used as promised'; FY24 expenditures exceeded revenue

He presented fiscal-year figures showing Measure V and residual Measure L revenue just over $6.1 million, $3.2 million in carryover from FY23, and FY24 expenditures of about $7.3 million — a planned overspend intended to reduce carryover. The committee reported $1.9 million carried forward toward future years.
Hill said 61% of Measure V outlays went to public works (street repairs, one mile of arterial roadway repairs, 4.6 centerline miles slurry sealed, and purchase of equipment such as a striping machine and grinder). He also said about 34% of the Ridgecrest Police Department budget was funded by Measure V for positions, vehicles, and equipment.
Councilmembers thanked the committee for a clear and concise report and had no substantive questions. The committee noted cooperation with city staff and transparency in providing requested financial details.
