The Moscow City Council voted to adopt updates to the city’s street-banner program that limit the use of banner locations to city and governmental event advertising and remove prior language allowing city-sponsored community events.
Phil Beltman, filling in for Tyler, told the council the policy had not been updated since 2013 and that staff took council direction from the July committee and the council’s Aug. 4 session to narrow the policy. "This draft before you... reflects the council's desires for the policy," Beltman said, describing edits that remove references to city-sponsored community events, strike specific subsections, and eliminate a fee-waiver provision.
After a short discussion, Speaker 2 moved to approve the updated policy and associated resolution, Speaker 5 seconded, and council members recorded aye votes. The motion carried and the updated street-banner policy will replace the 2013 rules. Staff did not identify an immediate change in fee structure or implementation date in the meeting; staff said the legislative-format draft before council shows the precise edits.
What changed: staff noted removals in section 1 (striking references to city-sponsored community event programs), in section 2 (corresponding edits), and in section 3 (removals of certain sponsored-event references and a waiver provision). The adopted resolution formalizes those changes and directs staff to implement the revised policy.
