Council pulls Catella striping contract after packet discrepancy over scope and cost

Council members on Jan. 14 removed a restriping contract for Catella Avenue from the consent calendar after staff and council members found conflicting scope language in the agenda packet and the project exhibits.
During discussion, a councilmember noted the staff report and a notice-inviting-bid attachment said the city proposed to restripe Catella Avenue from Los Alamitos Boulevard to Walker Street, a narrower segment than the scope staff told the dais they intended (605 Freeway to Walker Street). The councilmember said the $131,000 engineering estimate appeared low if the contract covered the longer stretch from the 605 to Walker.
Staff reviewed packet attachments in the meeting and could not find schematic exhibit coverage for the 605‑to‑Boulevard portion. Development services told council the direction to the engineering team was to restripe from the 605 to Walker, and that staff would confirm exhibits and the engineering estimate. Councilmember (Speaker 9) asked to pull item G so the engineering team could verify the exhibits, scope and cost. The council granted the request and directed staff to return with corrected documentation in February; staff noted doing so would delay advertisement time somewhat but would avoid proceeding on an unclear scope.
The item was not approved tonight and will return after staff resolves the discrepancy and confirms the engineering estimate and the RFP specifications.
