The El Campo City Council on July 28 approved Resolution R2025-39, awarding construction of the Southland/Southside Drainage Improvements project to Constar Construction for $1,217,783. Staff emphasized the project is 100% grant-funded (CDBG) and that the low bid was approximately $59,000 below the original $1,277,000 project estimate, providing room for potential change orders.
Staff and the project manager outlined the scope—culvert and ditch improvements on several streets in District 2, including sizing replacements, addressing mismatched culverts, and covering some larger deeper ditches, notably on Wright Street. Council members asked whether alternates would be accepted or whether the underrun would be kept for contingencies; the project manager (Kevin) said projects commonly uncover unforeseen conditions and that bid bonds were provided though a full payment/performance bond was not required for this contract.
Following discussion, a council member moved to approve R2025-39 as presented; the motion was seconded and passed by council vote. Staff will proceed with contract execution and project scheduling under the grant agreement.
