The City Commission approved Change Order No. 2 for the Capitol Theater reroofing project at the Sept. 2 meeting. JP Villareal, director of internal services, told the commission crews completed the new roof but cannot finish sealing it because a deteriorated marquee sign is structurally interfering with the roofing details.
Villareal said the change order covers removal of the old sign, refurbishment or reuse of original elements where feasible, and reinstallation with upgraded structural attachment. The historic‑preservation committee reviewed the approach and requested that staff return with documentation showing how much of the original sign will be reused in the rebuilt installation. The worst‑case cost estimate presented was $108,548; the change order would extend substantial completion by 120 days (from Aug. 16 to Dec. 14, 2025).
Commissioners asked whether the sign could be left off; staff said the historical committee and downtown stakeholders prefer reinstallation and that the likely path is to refurbish and relight the sign. A motion to approve the change order not to exceed $108,548 passed by voice vote.
The contract will proceed under a not‑to‑exceed authorization, with staff returning to the historical committee to document reuse of original components and to present final fabrication/lighting plans.
