Cotati council approves fire impact fee agreement with Rancho Adobe Fire District

Cotati — The City Council voted unanimously Aug. 26 to adopt a resolution authorizing a fire impact fee and a development coordination agreement with the Rancho Adobe Fire District that will streamline collection and administration of fees used to fund fire‑related infrastructure.
City staff explained that, to reduce administrative overhead, Rancho Adobe would collect the city’s fire impact fees directly at building permit issuance, provide annual accounting of fees collected and file the five‑year and eight‑year reports required under the Mitigation Fee Act. City staff said the district will provide the necessary financial reports for the city’s mitigation‑fee postings.
City and district staff emphasized the cooperative nature of the agreement. Chief Felichet said the district intends to continue the close working relationship with city staff, to coordinate timely reviews and to provide documentation the city needs when issuing permits. Staff noted permits would not be issued until required fee documentation is provided to the city, similar to existing arrangements with the school district.
Councilmember motioned and the council adopted the resolution 5‑0. Council and staff said the arrangement aims to simplify collections while preserving the city’s reporting and auditing responsibilities under state law.
Next steps: Rancho Adobe will begin collecting the fee when the ordinance becomes effective and will provide the city the annual accounting and the scheduled nexus updates.
