Council adopts sweeping FY24–25 budget amendment covering multiple funds

The Anderson City Council approved an ordinance to amend the FY2024–25 annual budget, increasing several fund budgets to reconcile grants, carryovers, bond proceeds and other items.
Finance staff (Tamara Lindley) summarized the proposed changes: an increase to the general fund by $10,500,000; capital replacement by $1,400,000; sewer by $1,200,000; water by $897,591; stormwater by $540,784; parks and recreation by $47,876; sanitation by $10,118; tax fund by $455,710; hospitality by $15,200,000; and transit by $58,248. Lindley said the amendment covers grant awards (including a fire PPE grant and an opioid grant), use of American Rescue Plan funds ($4,400,000), prior-year fund balance carryovers for purchases approved in prior fiscal year, limited obligation bond proceeds of $11,300,000 for Lindley Park and Caters Lake, capital lease proceeds for fire trucks ($1,500,000) and public works equipment ($1,300,000), insurance proceeds related to storm damage, and other adjustments.
Council members indicated familiarity with most items from earlier meetings and approved the ordinance by unanimous voice vote.
