Council approves annexation, reappointments and two deed dedications; hears budget amendment at first reading

On the consent agenda council approved an ordinance to annex property at 2912 Catawba Street and zone it RS-15 (residential single-family). Staff also presented reappointments — Laurie Comshaw to the Recreation Commission, Kathy Heath to the Senior Commission and Wendy Hirsch to the Arts Commission — which the council approved unanimously.
Council approved two separate resolutions accepting deeds of dedication for public water and sanitary sewer: one for the Village at Woodside shopping center (corner of Silver Bluff Road and Village Green Boulevard) and one for Parker Aiken Apartments (off Gregg Highway near the Aiken Barnwell Department of Mental Health). Staff explained the deeds are necessary for the projects to receive permits from state environmental regulators and to begin operations.
On a fiscal item, staff presented a budget amendment for the fiscal year beginning July 1, 2025 and ending June 30, 2026, reflecting carryforward funds and FEMA reimbursements tied to Hurricane Helene response. Staff reported a general fund surplus carried forward of $518,528 and noted the water and sewer fund finished with a surplus of approximately $1,359,000; stormwater showed a surplus of $192,563 and solid waste operated at a deficit of $97,788. Staff said FEMA reimbursements totaling several amounts had been submitted and some reimbursements were being processed. Council took the budget amendment up on first reading; the transcript records a 4–0 vote with several council members temporarily out of the room for that vote. Final adoption will depend on subsequent readings and any further council action.
Other operational updates included a staff report that code enforcement and property management had inspected the Paces Run apartments and that additional repairs and follow-ups were needed; staff said further work was underway with property managers.
