Council approves $2.69 million change order to extend Generosity Creek Relief Sewer

The Anderson City Council unanimously approved a $2,693,541 change order (Alternate 2) to extend the Generosity Creek Relief Sewer project by about 4,340 feet of 36-inch pipe.
Public works staff identified a $10,000,000 grant from the South Carolina Rural Infrastructure Grant Authority that significantly reduces borrowing for ratepayers. "We did receive a $10,000,000 grant from the South Carolina Rural Infrastructure Grant Authority," said Mr. McCool, the project presenter. Engineer Scott Banks summarized bids: the base bid plus Alternate 1 totaled $8,954,541.78 and Alternate 2 was $2,693,541; the combined total with the change order would be $11,648,082.78.
Staff said construction is roughly 1,000 feet into phase one and about three weeks ahead of schedule; most construction tied to the grant must be completed by September 2026. Council members asked about the project limits and future alternate phases; staff said Alternate 3 would be considered when additional funds are available. The council approved the recommended change order by unanimous voice vote.
