Board members expressed support but required staff to confirm the employer's commitment and asked Mora to provide proof of Nevada residency (from 2020 onward or equivalent evidence) to address discrepancies in arrest records that suggested out‑of‑state charges in 2020.
Because the CCB cannot issue a conditional approval that automatically reverts property rights, members structured the approval to permit immediate work contingent on verification. The board attached conditions: staff must receive an employer confirmation (email/letter) and acceptable proof of residency; the board set a 90‑day status check to ensure documentation is received and to allow counsel and staff to work with Mora on any outstanding record issues.
Board members and counsel discussed acceptable forms of proof (DMV records, tax returns, utility bills, rental agreements) and indicated staff would assist in making the process manageable for the petitioner.
