The Cannabis Compliance Board on Sept. 18 approved two additional 90‑day extensions for Clark NMSD LLC to file a transfer-of-interest (TOI) application tied to retail license D186 and an associated prospective consumption lounge. Senior Deputy Attorney General Emily Bridal told the board the parties had agreed to return to the board if they could not meet the originally contemplated deadline; respondent counsel Amanda Connor said a buyer (Desert Evolution) had been identified but litigation over parent‑company ownership delayed the TOI filing. A minute order enforcing the settlement was issued by the court, but the formal order had not been filed at the time of the meeting.
Connor asked for two successive 90‑day extensions and for a status check before the second extension expired. Board members approved the request and scheduled a status check to occur before the extensions expire to confirm whether the TOI has been filed or additional time remains necessary.
The extensions allow the parties more time to obtain any court-ordered enforcement of the settlement and to finalize the purchase agreement without reopening the settlement for renegotiation at the board level. The board did not set a specific deadline beyond the two 90‑day increments and indicated staff will report back at the status check.
