Bath County board approves $16,500 middle‑school site survey, tables two high‑school roof change orders

Board members heard a construction update in a working session before the regular meeting in which a presenter said the LAVEC/high‑school project was "about 95% complete," with gym painting and epoxy work nearing finish and final HVAC and electrical inspections pending before occupancy certification. The presenter told the board the remaining items are minor finishes and inspections and that the district is pressing for a timely final inspection.
Staff also reviewed two pending change orders for the high school. PR 37, a newly proposed masonry repair to plug failing mortar joints and recaulk an expansion joint on the gym backside, was described by staff as work that would cost about $14,005.69. PR 34, a separate proposal addressing a longstanding kitchen‑roof leak and additional roofing replacement, was priced in the backup material at about $76,002.77. Staff recommended tabling both items to negotiate better pricing.
In regular session the board approved the site survey after discussing earlier BG‑1 cost estimates. Staff said the district had expected much higher survey costs but received three quotes with the recommended low bid coming in around $16,005, which staff described as a cost savings that will reduce the middle‑school project total. Carla moved to approve the survey contract and Barbara seconded; the motion carried.
The board subsequently voted to table formal action on PR 34 and PR 37 to allow staff time to negotiate more favorable pricing. Barbara moved to table each change order; Carla seconded both motions and they carried.
The board was told that closing out BG4 and BG5 documents for the high school will be necessary before layback funds can be shifted and final change orders paid; staff estimated that formal closeout and BG revisions would likely occur in August after final payouts and required documentation are collected.
The board will revisit the tabling items when staff returns with updated pricing and documentation.
