Bettendorf school board updates roofing, approves consent items and tables policy 5.03

The Bettendorf Comm School District board met Monday evening for a regular session that combined facilities updates, a capital-project briefing, and routine business. Directors approved the consent agenda and completed the second reading of board policy 5.02, while voting to table policy 5.03 until a later meeting.

The most immediate operational update came from Director of Operations Scott, who described delays on two summer roofing projects caused by contractor schedule issues and heavy rain. "The roofing company tells me that they lost 40 to 50% of their work scheduled work days because of rain," Scott said, and reported that the middle school project was roughly 85% complete while the high-school roof was taking longer to remove and was previously about 30% complete. He said crews had fenced the front of the high school for student safety and that the contractor will repair disturbed concrete and other damage at no cost to the district.

Scott also described a completed scoreboard project with structural beams and gave dimensions of the new unit as "32 by 50." Board members asked about wind and mounting; Scott said the structure was designed to remain in place and that adjustments (moving nets and the football apparatus) would reduce the risk of wind-related contact.

In a separate facilities briefing, Carrie from Bray provided a progress update on Bentonville Middle School. She said phase 0 work is "substantially complete," that the district is finalizing phase 1 documents and awaiting a third-party storm-shelter review, and that documents will be sent to secure a construction manager in September. Carrie outlined planned additions — a storm shelter enclosing classroom space and a small front electrical room — and warned of associated utility work that will extend to Spruce Hills Drive and require new storm piping and sidewalks. She said mass demolition of the building—s middle portion is planned for summer 2026 to avoid heavy demolition activity while students are in session.

Superintendent Dr. Morris reported personnel and community updates, saying about 26 new staff have joined the district since Aug. 15 and that the district expanded new-teacher orientation to five days. He thanked HR and community partners, noted that "Over 684 meals were served to students in our community this summer," and reminded residents that the first day of school is Aug. 25. He also announced that the Iowa Supreme Court will hold oral arguments at the district performing arts center on Sept. 16, with a public reception planned afterward.

On votes and procedure, the board approved the consent agenda by roll call, recorded as carried 4-0-2. The board conducted the second and final reading of policy item 5.02 and moved to approve it. A later discussion about policy 5.03 prompted concern from a board member, who said, "I am worried that this policy might fail for lack of a second or fail for a tie," and recommended tabling the item. A motion to table 5.03 was seconded and passed by roll call, recorded as 3-1-2.

The meeting opened with recognitions — VHS Speech & Debate Club received national charter recognition and the boys soccer team was honored for All-State and All-MAC selections — and closed with brief board reflections urging community participation in open houses, fall events and a suggestion to add a board self-evaluation to a future agenda.

No new contracts or final construction awards were approved at the meeting; the Bentonville renovation remains in design and procurement phases pending storm-shelter review and selection of a construction manager.
