Board approves hiring recommendations but splits out dean positions for separate vote

The Beloit School District Board of Education approved a set of hiring recommendations on Sept. 2 but separated dean positions for individual consideration after trustee concerns about salary caps and process.
Trustee Amy Levy offered an amendment to approve Exhibit A "minus the dean positions," citing concerns that capping pay for dean positions would harm veteran teachers and that an individual named on the Aug. 11 recommendations did not reappear on the current exhibit. Her amendment passed, and the board approved Exhibit A without the dean positions by voice vote (motion carried 6–1).
Megan Miller then moved to approve the dean positions separately; after discussion and a roll-call vote the motion passed 6–1. Levy voted no on the dean-authorizing motion, saying she could not support singling out the dean role or restricting pay that would discourage experienced teachers from taking the positions.
The board recorded roll-call votes for the dean positions: Amy Levy voted no; Tom Hankins, Brian Nichols, Megan Miller, Joanne Roux, Juan Romero and Tia Johnson voted yes. Trustees asked administration to be mindful of the implications of pay caps and to ensure transparent follow-up on any displaced employee recommendations from the Aug. 11 postponement.
The board then moved to a closed session for specific personnel and legal counsel advice under Wisconsin law.
