Commission OKs $75,000 transfer and signs FEMA-related emergency-management grant paperwork

The Lawrence County commission voted to reassign $75,000 previously assigned to a 2020 road-and-bridge project into the countys emergency management special revenue fund to cover payroll and cash shortfalls caused by a reduction in federal grant support.
County staff explained the emergency management salaries are funded partially by a federal grant that was reduced; the special revenue fund is temporarily short on cash despite an expectation of reimbursement. Staff said roughly $49,009.96 of the transfer is expected to be reimbursed to the county later in the year.
Separately, staff presented a signature sheet for the local emergency management planning grant (a FEMA-approved, partially reimbursable planning grant). Brandy Peterson, Rapid City regional coordinator, reviewed the packet and staff moved to allow the chair to sign prior to submission to the state.
Commissioners approved the $75,000 reallocation and authorized the chair to sign the grant signature sheet. Staff said the plan is to use the reassigned funds to pay bills immediately and then return federal reimbursement to the fund when it is received.
