Board approves policy updates, classroom namings and routine reports; certifies delegate

The School District of Pickens County Board of Trustees handled a suite of policy and routine-business items at its Sept. 22 meeting.
Policy: Dr. Josh Young presented a Committee of the Whole recommendation to revise policy GCLE (unencumbered time) to explicitly include school nurses, citing proviso 1.105 of the 2526 appropriation act and noting current practice already extends the benefit. The board moved, and members discussed waiving a second reading because the change derives from state legislative action.
Dr. Young also presented the second and final reading of policy BE (school board meetings) to reflect recent state law requiring formal policy about live streaming and posting of meetings. The revision enumerates the meeting types covered — regular board meetings, called meetings, subcommittee meetings, budget workshops and public hearings — and requires posting on the district website and advance notice.
Naming: Dr. Young proposed naming the JROTC classroom at each of the district’s four high schools after Pickens County’s four Medal of Honor recipients: (named in transcript) Bridal Furman L. Smith, Private First Class William Alexander McWhorter, Private First Class Charles Hayward Baker and Lance Corporal James Donnie Howe. Plans discussed included commissioning bronze plaques with brief descriptions of each recipient and placing visible displays in school foyers as appropriate.
Routine reports and appointments: The board accepted the FY2025 minority business enterprise report and the FY2025 sole-source and emergency procurement report. Staff reported qualifying payments to MBEs totaled $1,005,838.22 (2.3% of FY2025 procurements) across 48 vendors. The board also certified Carla Kelly as the district’s delegate to the 2025 South Carolina School Boards Association Delegate Assembly and named Miss Williams as the backup.
Personnel and executive session: The board adjourned into executive session for personnel, property and legal matters; upon return the board approved superintendent recommendations for hires and separations.
