Brownfields assessment grant: City Manager Livingston described a $500,000 EPA Brownfields assessment grant that will fund Phase I environmental assessments for city-owned and private sites to support redevelopment. Council moved and approved acceptance of the grant.
Chamber of Commerce agreement: Council approved re-signing the FY25–26 Chamber of Commerce sponsorship agreement totaling $15,000 (line items in the packet included amounts for local events such as the Goldsboro Christmas parade, job fair, and other sponsorships). The agreement was previously budgeted and required only re-approval.
Budget amendment: Council approved an FY25–26 operating budget amendment (item 8.6) that included funding items discussed earlier in the meeting, including support for the School Resource Officer (SRO) salary enhancement proposal and the Chamber sponsorship. Council approved the amendment by voice/hand vote.
Other approvals: The council also approved an ordinance change to shift certain community-relations responsibilities and the Mayor's Youth Council to the manager's office, and adopted an ordinance intended to give police clearer citation authority for public urination/defecation complaints where state statutes leave gaps. The consent agenda (items 6.1–6.5) was approved at the start of the meeting.
