Contractor reports progress on service locating, RD water application and Safe Routes to School

A contractor working under the TMF grant updated the Village of Saint Charles council on locating work, water-improvement planning and sidewalk design work.
Austin Alexander (Splicer) told the council crews have located 520 services and verified service materials; of those, 53 are galvanized and three are lead. He said approximately 50 services remain to be located, some in hard-surface driveways, and that crews are using targeted cutting and later backfill to avoid full-slab excavations. For 18 services that crews could not find with standard detectors, Alexander said the team will coordinate with a firm that can energize lines to trace curb stops.
On the village’s 2025 water improvements, Alexander said the RD application has been submitted and that trees in the project area have been removed; stumps remain because the RD funding covers stump grinding but not stump removal. He said construction scheduling may be fall/winter if conditions allow or deferred to spring.
Alexander reported a recent site walk for a Safe Routes to School project along Walnut Street to confirm sidewalk and crosswalk placements; he said follow-up coordination and a sidewalk layout will proceed. He also noted the village submitted two Category B grant applications (each requesting $250,000 in matching state funds) intended to pair road work with water main improvements to improve scoring for grant funding.
Council members sought clarification about how county road millage funds and village matching would be used. Alexander and other staff said county funds would flow into the village's local-street budget and could be used as grant match or for standalone village road projects.
