Kravitz said the city earned three grants supporting the project: a $4.4 million Federal Highway grant, a $500,000 Rhode Island Infrastructure Bank award, and a $380,000 Department of Environmental Management match. Staff evaluated RFQ responses for professional design services and recommended Stantec as the highest‑scoring respondent; the negotiated fee for design, bidding and construction administration is approximately $482,008.40, about 9.1 percent of the current $5.28 million estimated construction cost.
Council members sought clarity on the procurement rules; planning staff cited the Brooks Act and related state law for qualifications‑based selection of architects and engineers (federal Brooks/40 U.S.C. § 541 referenced in the packet). Kravitz said price is negotiated after qualifications are scored and that Stantec was the highest qualified respondent and agreed on a fee.
What’s next: The committee asked for clearer notation of funding sources in future packets; staff said municipal infrastructure grant program account codes will be shown and that Stantec will proceed to final negotiations pending council authority to enter the contract.
