The Sweetwater City Commission voted unanimously to adopt Ordinance 1052, the year-end amendment to the budget for the fiscal year ending June 30, 2025. The motion passed on a roll-call vote after staff outlined revenue and expenditure changes that made the amendment necessary.
Jessica (staff) told commissioners the state requires final amendments be passed before June 30 and described how the city prepares a three-column budget (actuals, estimate, next year) so the amendment often includes conservative placeholder amounts for capital and debt. She said the amendment largely reflects actuals for this year and is intended to avoid a state audit finding.
Jessica highlighted key revenue changes that affected the amendment. She reported an approximately $219,000 increase from a recent property-tax sale plus about $17,000 in accrued interest on delinquent parcels; she cautioned the tax-sale receipts were a one-time benefit and should not be relied on for future budgets. Jessica also detailed several grant adjustments and added revenues, including grant awards that arrived after the original budget was prepared.
The commission also approved the city’s internal control manual in the same meeting. Jessica said every department remained within its net fund budget after factoring in offsetting revenues such as grants and reimbursements.
Ordinance 1052 passed by roll-call with all commissioners voting in the affirmative. City staff said the commission will post updated actuals in August and use audited numbers in future three-column budget presentations.
Reported figures from the distributions report given during the meeting included a Cigna health-insurance payment of $63,893.39; a $65,000 appropriation to the Sweetwater Board of Education for 2025; and multiple line items related to Main Street grants, police grants and retirement (TCRS) payments.
