"Originally, it was that the trailer... was abandoned in the street," Tilly said, adding she moved the trailer daily while working and later completed title transfer and inspection requirements. Despite those steps, she said tags and anonymous calls persisted.
Tilly asked the council for clarity: she wants to keep operating the small business — which provides income for her children — but is constrained by time and the logistics of moving a truck and trailer across town. She said a short-term arrangement with a friend’s business has solved the parking issue for now but asked, "How can I make this right? How can I do it the right way?"
Council response: Members heard Tilly's account and several pledged to help find a solution. One councilmember told her, "We'll figure this out for you," and staff indicated they would follow up with enforcement personnel to clarify ordinance requirements and options for small-business operations that use trailers.
Status: No formal action was taken. Council agreed to look into the enforcement process and provide clearer guidance to residents who operate small home-based enterprises.
