Residents press commission for budget transparency and lit public soccer fields

At the start of the Sept. 23 meeting, members of the public urged the Pittsburg City Commission to improve budget transparency and address recreational needs.

Christy Bittner told the commission she reviewed a presentation by Darren Hall about the five-year financial forecast and the managers submitted 2026 budget. She said summary pages in the budget book contained errors that have since been corrected and asked where unencumbered property-tax revenue is allocated, why updated budget documents were not timely provided to the commission and public, and how citizens can review how numbers were determined. "It's transparency and accountability to the citizens to see the numbers and how they are created," she said.

Separately, Eric Mwade described a long-running need for publicly accessible soccer fields with lighting so adults and youth can practice after work and host tournaments. Mwade said coaches have requested fields since 2016 and emphasized that a lack of lights makes evening play impractical year-round. "If we are gonna serve the community adequately ... I believe it's reasonable for us to ask for lights," he said, arguing lights could expand play hours and bring traffic and revenue into the community.

Mayor (unspecified) and staff acknowledged the comments. In response to the budget questions, the mayor said commissioners may review the audit and bring questions forward to staff; staff later explained that revised budget summary pages were made available after errors were corrected and that the city aims to provide documents earlier in future cycles.

On recreation, commissioners thanked Mwade for raising the issue and noted that field lighting would require coordination on funding, site selection, and operations; staff did not commit to a specific project schedule during the meeting.
